For more than four decades, Richard A. Ciccarone has advanced transparency, research, and innovation in the municipal market. Investortools proudly celebrates his inclusion in The Bond Buyer 2026 Hall of Fame class, honoring his significant contributions to credit analysis, financial disclosure, and public finance.
A Pioneer in Municipal Credit Research
Since entering the municipal bond industry in 1977 as a senior analyst at Harris Bank, Ciccarone has built a distinguished career through leadership positions at Van Kampen Merritt, EVEREN Securities, McDonnell Investment Management, and Merritt Research Services—an Investortools company—where he now serves as President Emeritus. He is widely regarded as one of the industry’s leading authorities on credit analysis and research.
A defining achievement of Ciccarone’s career was helping pioneer modern municipal credit research through the creation and evolution of Merritt, the municipal market’s first subscription-based multi-sector credit database. Launched in the mid-1980s to address the industry’s lack of accessible, standardized credit information, Merritt fundamentally changed how municipal professionals research, analyze, and compare issuers.
Over the last few decades, thousands of fixed-income professionals have relied on Richards’s work to inject the credit perspective across investment functions, resulting in better risk-adjusted outcomes.
Merritt has become one of the market’s most trusted sources of municipal financial data and credit intelligence. Today, Merritt’s research capabilities continue within the Investortools CreditScope product, supporting standardized credit analysis and peer-group comparisons used by thousands of fixed-income professionals
Leading Industry Progress
Ciccarone has also played a pivotal role in many of the organizations that have advanced the municipal finance profession. In 1983, he co-founded the National Federation of Municipal Analysts (NFMA), serving as its first national chairman and helping establish the organization as a leading advocate for improved disclosure, professional standards, and municipal market transparency. He later chaired the NFMA’s Standards & Practices and Strategic Planning committees and served as president of both the Society of Municipal Analysts and the Chicago Municipal Analysts Society.
His leadership also influenced the evolution of governmental financial reporting. Through his involvement with industry organizations and advisory bodies such as the Governmental Accounting Standards Board (GASB), Ciccanore helped advance efforts that improved municipal disclosure and transparency, strengthening the information available to investors and market participants.
As a testament to this, Ciccarone has been recognized repeatedly for his contributions. His honors include Institutional Investor’s First Team All-American Fixed Income Analyst, The Bond Buyer’s Most Effective Municipal General Analyst award, Smith’s Research & Ratings Lifetime Achievement Award, NFMA’s Career Achievement Award, and numerous other distinctions.
A Thought Leader Who Never Stopped Innovating
Ciccarone’s career has been characterized by an unwavering commitment to innovation, rigorous analysis, and a willingness to challenge conventional thinking. Most recently, his research report, Infrastructure & Capital Assets Commitment Burden: Quantifying the Hidden Fiscal Risk, introduced a new framework for evaluating the long-term fiscal implications of aging public infrastructure, contributing to ongoing discussions around municipal credit risk and fiscal sustainability.
Those who have worked with Ciccarone often note that his influence extends beyond his research and industry contributions. Colleagues across the municipal finance community frequently point to Ciccarone’s willingness to share his knowledge, invest in the development of others, and elevate those around him.
Richard is a man of integrity who has consistently and humbly taken the time to do the right thing rather than the easy thing throughout his long career in the municipal credit space.
Whether examining disclosure practices, pension liabilities, infrastructure finance, or broader credit trends, he has consistently helped investors and analysts better understand emerging risks and opportunities in the municipal market.
A Well-Deserved Honor
The Bond Buyer Hall of Fame recognizes individuals whose careers have made exceptional contributions to public finance and the municipal bond market. Ciccarone’s accomplishments as a researcher, advocate, innovator, mentor, and civic leader reflect a lifelong commitment to strengthening the industry.
Investortools is honored to celebrate this achievement and extends its heartfelt congratulations to Richard Ciccarone. His dedication, expertise, and leadership have left an indelible mark on the municipal market and the professionals who serve it.
